I Have Indian Nationality With Indefinite Leave Toremain Obtained For At Least Over Thirteen Years

I have Indian nationality with Indefinite leave to.remain obtained for at least over thirteen years. ILR Stamp in passport no BRP. Could I apply for naturalisation without BRP. Also I'm a dual national of Portugal through my dad, I obtained this in 2015. Please advise best procedure. Many Thanks.
