What Has Changed with the Hong Kong BNO Visa Route?

The Home Office announced on 9 February 2026 that adult children of British National (Overseas) status holders who were under 18 at the time of Hong Kong's 1997 handover to China can now apply for the BNO visa route independently of their parents.

Key changes to the BNO visa include:

  1. Adult children of BNO status holders now have independent eligibility to apply for the visa route
  2. Partners and children of these adult children can also relocate to the UK under the expanded route
  3. The expansion closes a gap that led to unfair outcomes, with some children able to resettle and others not

According to Home Office estimates, more than 25,000 people could arrive in the UK from Hong Kong over the next five years under this expanded route.

Who Can Now Apply for the Hong Kong BNO Visa?

The expanded BNO visa route now covers:

  • British National (Overseas) status holders
  • Adult children of BNO status holders who were under 18 on 1 July 1997
  • Partners of eligible adult children
  • Children of eligible adult children

Since the BNO visa route launched in 2021, more than 230,000 people have been granted a BNO visa, with nearly 170,000 having already relocated to the UK.

Why the Hong Kong BNO Visa Route Was Expanded

Home Secretary Shabana Mahmood emphasised that this move honours the UK's historic commitment to the people of Hong Kong and allows more families to build new lives together. The expansion acknowledges ongoing concerns over rights and freedoms in Hong Kong, particularly following the implementation of the National Security Law.

Foreign Secretary Yvette Cooper highlighted that the changes address eligibility gaps that previously left some children unable to resettle with their families, creating difficult situations for Hong Kong families seeking safety and security in the UK.

The announcement coincided with the sentencing of Jimmy Lai, a British citizen and Hong Kong pro-democracy campaigner, to 20 years in prison under Hong Kong's National Security Law – a stark reminder of the challenges facing Hong Kong residents.

Family reunification remains a priority for many of our immigration clients. The expansion of the BNO visa route demonstrates the UK government's recognition that keeping families together is essential.
