Can I apply for a family visa even though my partner isn’t earning up to £18600?

Hi, my partner is British citizen who is on universal credit benefit. She has a baby for me. Can I apply for a family visa with a 5 years route through my child even though my partner isn’t earning up to £18600? Many thanks.
