Can I apply for the new innovator visa?

Hi, My nephew have qualification BS in Computer Science is doing job as Android Developer in Pakistan. Can you please advise if he is eligible for "Innovative Visa" for UK? Is it compulsory £50,000 for this category? I am operating my own Driving School in Nottingham, can he join me? Please advise any category for him to be here in UK from Pakistan?
