Can my partner apply for a spouse visa if I have Settled Status?

If I have settled status , can my partner apply for spouse visa to come to the Uk from a non-eu country , or I need to be a british citizen?

If you are present and settled in the UK, your partner may be eligible to apply for a visa under appendix FM. You may need to make the application for Entry Clearance from outside of the UK.
