It is correct that under paragraph 276ADE (1)(v) of the Immigration Rules it is possible for leave to remain to be granted to individuals aged 18 or above but under 25 where they have spent half of their life living continuously in the UK (discounting any period of imprisonment).
It is also not unusual for the Home Office to make their own age assessment where they dispute an individual’s claimed age.
