I Am Tier 4 Visa Doing Phd I Am Having Problems With My Current Phd Course I Want To Switch To Msc

I am on a Tier 4 visa doing PhD. I am having problems with my current PhD course. I want to switch to a MSc course. I believe that is on NVQF level 7. Will I be able to switch from NVQF level 8 to level 7? If not then can I apply for some other PhD in some other university? I understand that the sponsorship would change. Do I have to go back to my country and reapply or can I stay in UK and apply? What will be the procedure to do so?
