Refusal of family visa

We have just had a UK visa application refused for my Russian finance refused who lives in Cyprus Roughly before we start communications with yourselves how much on average do you charge to defend this , we dont have a right to appeal according to the refusal letter , its been refused on financial grounds which is not correct
