Can I switch to a skilled worker visa from within the UK

Currently working with PBS Skilled Worker Dependant visa and got a sponsorship job offer to switch to PBS Skilled Worker visa (main applicant). Can this application be submitted from within the UK or should it be applied from home country? In the CoS is the route - skilled worker (changes of employment - ISC liable) correct to choose for this category? Please advice. Thanks.
