The agent served me notice to break our tenancy agreement over the phone, but is now denying thats what was said, and that no notice was ever served in writing (as required by the tenancy agreement). We have since arranged to move out and are loathe to pay them an extra month's rent (which we would have to do if we served notice now)

This would depend on the circumstances of your tenancy agreement and whether you are a tenant or licensee. Usually notices need to be served on a prescribed form such as section 8 or section 21 for the to be valid notices.
