My landlord is refusing to release the deposit from a deposit protection scheme unless we sign a form saying we will take no further action against him or his company. This is not in the tenancy agreement and we are raising a dispute. Does he have any standing to force us to sign this agreement before he agrees to deposit release?

Unless there is a specific clause in your agreement that either party is protected against future claims, your landlord cannot force you to sign this document.
